Allow for Voyage Rescheduling when the Cargo Mirroring Functionality is enabled in IMOS

When the Cargo Mirroring functionality is enabled in IMOS, the configuration flag CFGConsecutiveVoyagesByCompany needs to be enabled in order for the bunker closing inventory of the mirror parent voyage to become the opening inventory on the next schedule voyage on a consecutive basis. Without this flag enabled, the bunkers inventories functionality on a consecutive basis for cargo mirroring voyages is not working.

When this flag is enabled, the system does not allow the user to use the Voyage Rescheduling functionality, causing frustration and time delays as the entire voyage will need to be deleted in order for a new vessel to be allocated on a RELET voyage. The system gives a message that "Voyage rescheduling is not support when using Consecutive Voyages by Company".

We would like for the Voyage Rescheduling functionality to work when the cargo mirroring functionality is enabled in IMOS.
