Add a Save Button to Agents & Notices Screen

When users (specifically operators) nominates an agent/s in the “agents and notices” screen, it doesn’t have a SAVE button. The only option is to click on the windows’ X button. That misled user that the changes they have made will not be saved. This will make the user more comfortable that for every changes to every new windows has been reviewed by operators and SAVED on the actual window where they perform modifications.
