Security for Report Designer - edit access to all Public reports

Currently, only those with Security Admin rights can access report definition/design mode for all Private/Public reports (including those where the user is not the report owner). This assumes that security admin is the same person(s) as those overseeing and troubleshooting reports. This is mostly true, but not always the case. It is possible that a Reporting team would be responsible for all report definitions whilst not needing full Security Admin access. Adding an item to Security for "Edit Public reports where not owner" would resolve this.
