Ability to reorder Report filters

When designing a report in IMOS7, it was possible to reorder the filters with drag/drop. This made it possible to logically arrange filters. For example, you might want to have 1) Vessel 2) Voyage no. In VIP the report filter order is based on order of the columns in the database, so Voyage no. may appear first.
