Change the Time Charter Hire table to indicate when "Use Local Time" is used

When "Use Local Time" is ticked on a TC In, Report Designer list the Hire From/To GMT as local time. However, there is no "Use Local Time" field in Report Designer, so it's not possible to tell if a particular TC is using local time.
I suggest either adding Hire From/To LT fields, or a field indicating that "Use Local Time" was ticked; to the Report Designer Time Charter Hire table.
