In berth scheduling, enable the pumping section of the gantt chart to be sized with drag and drop

The "pumping" section of the gantt chart is the only one that cannot be resized by the user using drag and drop. Sometimes, there are certain known delays where it's useful to be able to add a few more hours of pump time. Having to go into berth management to guess the pump rate change needed to adjust the pump time is not intuitive workflow.
