Allow Editing of Bunker ROBs in Voyage Itinerary

Often the speed/consumption table projections of remaining bunkers is incorrect because of weather, as one example. So the projections are typically dramatically different from the actual. As an operator I want to the ability to update arrival/departure ROB's so that I can plan and manage my voyages effectively.
