Allow more flexibility for assigning Voyage Template Rules

Currently, users can only assign templates by vessel type globally across the system which can be limiting. This post is to suggest leveraging same equation functionality seen elsewhere (pricing, tasks and alerts, etc. ) to voyage template rules. That would allow templates to be set up per site, per region, per product, per berth, etc.
