Validation to check price of 0 cost bunkers

Presently, the way to set 0 cost bunkers would be to set the value 0.01 to the price. If the price is set to 0.001, IMOS will take the value stated in the TC. If the price is set to 0.000001, system will store the value as '1E-06' in DetailsRateBase. There needs to be a standard way to set the a zero cost value and some form of validation if the price keyed in is out of the ordinary.
