Additional Functionality to support 2021 measures to protect North Atlantic right whales

We need VIP to provide support to comply with the 2021 measure put in place to protect the North Atlantic right whales

As vessels MUST slowdown in the mandatory areas, is there something that can be done in VIP for example plot a point for the slowdown? As at present this is not represented in the estimates or voyages so we are not seeing realistic ETA’s to port.

Also there are different restrictions in place dependent on the time of year that must be taken into account.
