Ability to configure Bunkers on Bunkering form and Departure form to be independent from each other

There was one instance where it was observed that if:
1. If a departure form is approved with ROB's higher than the ones on the arrival notice, VIP adds a "received" bunkers amount in Extra Information for Report D screen

2. If following the above a bunkering form is approved for the same amount of bunkers as above, this results into a "double received" bunker amount.

Therefore it would be ideal if the users have the ability to configure the system so that Bunkers on Bunkering forms and Departure forms to be independent from each other.
