Fuel EU TC invoicing refresh Penalty cost same way as other lines in a invoice

when press Refresh in a invoice all lines are updated if there have been changes (example: change of hire rate) but for Fuel EU penalty cost the line is not updating. This is misleading as users will expect all lines to update by press refresh. We would expect a more consisted functionality and not a work around for specific lines.
