Optional Off Hire for Overlapping Hire Rates

Allow user to identify which Overlapping Hire Rates will apply for off hire credits. Similar to how CFGEnableOptionalOffHireForCVEs allows the user to select which CVE items off hire will apply to.
In our scenario we have 3 overlapping Hire Rates, but only one of the rates should be credited for off hire time. Veson adds all three as a single credit line on TC invoices, so the current solution is to add adjustment lines to offset the amounts that should not be credited.
