Allow Setting Different Default FuelEU Settings for Cargoes vs TC Contracts

CFGDefaultFuelEUCalcType applies defaults settings to both Cargoes and TC Contracts -- potentially a very useful flag. We then don't have to ask users to remember to select "Penalty" to see FuelEU expneses in estimates or worse, when there is no attched TC contrat to an estimate, that there is no way to include penalty FuelEU expneses. Problem is - if we add this - it also defaults that same behavior for cargoes for which the commerical negotiations can be varied - and we want no default. Veson needs two flags : one for TCs and one for Cargoes not a single one across both
