Standardize Commission Options for All Three types

Currently Freight, Demurrage, and Claim commission types all have different coding. We would like to see the same options available for all three:
0 = Not Commissionable
1 = Paid Separately
2 = Deducted from Invoice
3 = Paid by Counterparty
