Disable Back up fuel default on for selected users or vessels

We would like to have the feature/option to have the deactivate backup fuels during a voyage estimate by default on for specific users or for specific vessels.

Very useful. I would add this needs to be ideally by "Vessel Type". As a bit more complicated feature enhancement IMOS should be able to set this config flags by Vessel Type, considering hybrid environments serving Wet and Dry at the same time.
