Create a Separate Permission to Update Bunkers on TC In

We would like to have a separate permission to update only bunkers on the TC In. We want to allow our operators to update bunkers on the TC In, but not other data.

There is a security function for this under the Operations->Actions section called Edit Delivery/Redelivery Bunkers on Read-Only TC Contracts, though we have found that by using this, it didn't fully solve our issue and had to resort to write access again. Can't recall the exact details, but was a combination of process change and training to get around our issue.
