Calculate Total allowable laytime on voyage based on contract & voyage detail and not at parcel/VCIn

E.g. Suppose we have the below laytime.
Qty 500- 1999MT: Laytime allowance(MT/hr) 24hrs
Qty 2000- 4999MT: Laytime allowance(MT/hr) 100/100
Qty 5000- 7999MT: Laytime allowance(MT/hr) 125/125
Qty 8000- 12000MT: Laytime allowance(MT/hr) 150/150
Voyage has 2 parcels with total booking qty as 3600 MT.
Parcel 1 has qty of 600 MT.
Parcel 2 has qty of 3000 MT.
Current behavior:
Laytime is getting calculated as parcel level.
i.e. Allowance calculated for Parcel 1(qty < 1999) is 24 hrs and Parcel 2( qty < 4999) is 100/100.
Expected behavior:
Laytime to be calculated based on the total parcel qty and not individually.
So, the allowance applicable should be 100/100 based on the total qty 3600 MT.
