CFGAutoCalcPortExpenses | Port Expense Search | Ignore port if all invoices are not finalized

The Port Expense Search functionality in the Voyage Estimator averages the costs for the 5 most recent ports for a specific vessel type. The issue is that sometimes not all port expenses with a port have been finalized or posted, which throws off the accuracy of the estimated expenses. For example, a bunker survey of $1700 might be posted. A Port Disbursement ($190k) invoice is waiting for an FDA, therefore is not fully finalized in the Port Expenses. The Port Expense search will factor in the $1700 along with previous ports that might each total $100k+ in port expenses.

Ultranav would like for the Port Expense Search and CFGAutoCalcPortExpenses to exclude port from the search and estimated port expenses calculation if a port does not have all of its associated expenses finalized
