Chat functionality within VIP

Rather than having to send outside emails, VIP would have some sort of mechanism to support instant messaging. For instance, chartering coordinators could leave messages for Ops coordinators, berth schedulers, etc. Users would need a central place to see all their messages, but the messages would refer to VC-in/Cargo ID, booking, and voyage to help users seamlessly navigate to the respective screens. If a user was in a VC-in, booking, or voyage, they would be able to see all the chat messages related to that thing.

It could go a long way towards cutting down outside emails / making the tool more of an information hub.
