Add the ability to make copies of existing rate tables

Many of our COA's are renewed annually. We can copy the COA to make a copy of the exiting COA to update, but we have to manually create new rate tables from scratch. It's time consuming manual work that is ripe for typo's.

This could be a very useful feature indeed!
It should also be possible on the unpriced elements in a TC contract or cargo.
Not only in copying a cargo or TC contract, but also copying blocks from one period line to another in the same TC contract.

One can copy a COA to a new name when it is renewed, but the rate tables have to be re-entered from scratch making the copy process more laborious than needed
