Optional email notifications

Create an option for email notifications with preset values, like TCO billing (for example 3 days in advance, TCO invoice to be created), and other tasks which are date driven or when data is missing after a period of time (bl date /qty missing after sailing-once SOSP has entered > 24 hrs ago. Generate freight invoice, min bunker alert etc etc

Would also be useful for sanctions to alert of a change in sanctioned status.
