TCI Emission Settlement Type Config Flag

In order for Emission Cost to appear on the Voyage Manager P&L, a Settlement Type needs to be selected.
It would be beneficial to automate this to avoid users not selecting a type causing an incorrect P&L calculation being reported.
At any point the user can go back back into the TCI to correctly select the Settlement Type that has been agreed to.
