Claim commission omitted from voyage PnL

When raising invoice from claims module:

1. CP Reference as "Cargo":
- When a claim invoice is raised with the CP reference as “cargo,” the related broker commission appears in the voyage PnL immediately, even if the commission invoice is still in a pending stage.

2. CP Reference as "Fixture":
- When a claim invoice is raised with the CP reference as “fixture,” the broker commission does not appear in the voyage PnL until the commission invoice is posted.

This suggests that the system's logic for recognizing broker commissions in the PnL differs based on the reference type. This should not be the case. Broker commission should be included in the PnL when a claim is created. This affect the accuracy of the voyage PnL.
