Voyage status control functionality for reports sent to VIP from external APIs

We would like VIP to implement the following control functions for reports sent to VIP from external APIs.
(1) When the voyage is completed (Status : Completed), the report received from the external API will not be reflected.
(2) If the movement has already been confirmed by manual input, etc., control not to overwrite the contents of the report received from the external API in the subsequent step.
