Ensure Correct ROB Recording for Voyages Spanning Month-End

When a voyage is completed at the beginning of the month and the status of the next voyage is set to "Commenced," the ROB at the start of the next voyage is currently being recorded as the ROB for the MACR.

We request a system enhancement to ensure that, even if the next voyage is marked as "Commenced," the ROB at the end of the month is correctly recorded for the previous voyage when the voyage spans across the month-end.
