Add Inactive Flag to Fuel Types on the Vessel

Our traders often complain about "legacy" fuel types showing on estimates or voyages. They fidn it confusing to see these old types that we no longer use. I suggest adding an Inactive flag to the fuel types on the vessel record. When the flag is ticked as Inactive, the fuel type will not be shown on new estimates and voyages. As part of this change, we would like the ability to remove fuel types from existing estimates and voyages in cases where there is zero ROB on the last Completed voyage, and zero ROB on any Scheduled/Commenced voyage for the vessel.
