Add Lumpsum as type on Commission

In addition to %, we sometimes have lumpsum commission as terms.

Adding a bit more detail to the original request. We see 2 options to fix lumpsum broker commissions:
1. Just an agreed lumpsum amt (eg. $2000) Nothing on hire, crtly we create a VEXP on voyage on agreed amount.
2. Commission on hire + lumpsum amt (eg. 1,25% hire + amount up to $2000), crtly we create hire commission on TCI/TCO card under commission and rest as a VEXP on voyage.
It would be ideal if we could create lumpsum commission directly from TCI/TCO.

Lumpsum Commission type was added to the Time Charter In/Out contracts as well as the TCO Estimate as of May 20th, 2021.
