Improving Demurrage Timebar Task refresh if a cargo contract is changed

Currently, the Demurrage Timebar Task list logic is a "one and done" style of logic. Meaning the logic only applies when the Cargo is scheduled onto the voyage. Phillips 66 is requesting that whenever a change is made to the cargo screen and is saved (for example an itinerary, CP Qty change, etc) that the Demurrage Timebar Task logic gets rerun.

The current workflow is to manually update the Demurrage Timebar tasks in the lists, This is very manual and can result in incorrect data entry.
