Add API endpoint for Task and Alerts

We would like to be able to automatically import Tasks and Alerts from other software applications. An API that we could call when we want to trigger a new Task/Alert would allow us to import information from other software we are using.
Examples of tasks/alerts to import:
Crew Change needs to be scheduled
Supply/Spares need to be delivered
Office Personnel attendance needs to be scheduled
Vetting inspections need to be performed
