Generating outstanding rebill report from IMOS

We need a report in IMOS which can generate a list of Outstanding Rebillable items which is currently shown in VOYAGE EXPENSES REBILL MANAGMENT. Basically the user should be able to see all the Rebillable items , whether its rebilled/yet to be rebilled or POSTED and the Vessel , Voyage number , Amount , Vendor , Type , Status and Rebilled invoice number. etc with a parameter for the dates if possible. User should be able to select the vessel and Voyage numbers and generate a report whenever necessary from a separate section.
Currently there is no option to design this report from reports designer section also.
