Index linked hire rates - show when not using unpriced components feature

Currently it is not possible to view the index linked hire rates per hire statement unless the company turns on Unpriced Components across the board . There is clearly the functionality available but for some reason it is not viewable for users that are not using Unpriced Elements. Please enable this functionality for all users of Index linked hires without unpriced components so we can easily check the hire rates for each statement period. This is also needed for audit purposes.

(when using unpriced components, users can right click the hire rate and show rate breakdown)
