Add Popup option or visible indication when an alert condition is met

I would like to add a visible alert on the cargo screen when a particular cargo group is selected. An alert can currently be added, but to see the alert, the user must explicitly click the tasks and alerts icon. This is not a sufficient warning. A possible implementation example is the port field on the voyage manager. When a particular port is selected, the field background turns red and the user can hover to see the message.
