Add 'In Lieu of Weighing' on cargo terms

Currently there is no way of recording 'ILOW' on a cargo and freight invoice.
This suggestion proposes to add the option of a set percentage which will be deducted from the BL quantity for invoicing purposes.
Standard value of ILOW should be inactive or 0%

we use 'extra freight terms' and have ILOW which was set up by Veson for us.
